In response to your letter of April 28, 1982, in regard to the Emergency Preparedness Appraisal Audit (50-334/81-27), the attached reply addresses the findings of Appendix A, the improvement items of Appendix B, and the procedure deficiencies identified in Appendix C.

As stated in your letter, all items identified in Appendix A "Significant Appraisal Findings", including item #8, have been completed. Consideration has been given to each item identified in Appendix B " Preparedness Improvement Items", and appropriate corrective actions taken, as necessary. Appendix B items that do not require any additional action are so noted with justification provided and documented in the attachments. We consider all items of Appendix B to be adequately addressed and complete, with exception of item #8 which requires completion of the permanent Class A/ Class B upgrade of the meteorology system pending final issuance of Reg. Guide 1.23.

The results of your review of our emergency procedures, identified as Appendix C " Emergency Preparedness Evaluation Report", was noted in the report as requiring a response within 120 days. Based on our review of the deficiencies identified in Appendix C, there appears to be redundancy and overlap with those items previously identified in Appendix A and B. With the appraisal audit (App. A and B) conducted by the review team and the procedure review conducted by the Emergency Preparedness Licensing Branch, this redundancy would appear to be understandable since the audits were conducted at different times and by different groups. Nevertheless, we have addressed each deficiency identified in Appendix C.

, Bocket No. 50-334, License No. DPR-66 Emergency Preparedness Appraisal Page 2 Even though the report gives 120 days to respond to Appendix C deficiencies, we have provided the appropriate revised pages from our emergency plan and/or emergency implementing procedures that address the deficiency item or, where appropriate, provided justification as to why we believe a revision is not necessary. Copies of the revisions (Issue 6, Rev. 4 and Rev. 5) to our emergency procedures have already been submitted to the NRC in accordance with the provisions of 10 CFR 50.54 (q). Therefore, we consider all items identified in Appendix C to be adequately addressed and complete.
