Dear Mr. Starostecki :
In response to your letter of January 5, 1982, which forwarded Combined Inspection Report No. 50-277/81-24; 50-278/81-26, for Peach Bottom Atomic Power Station, we committed, in our letter of February 19, 1982 to review and cross check root valves of safety related systems by May 1, 1982.
Your letter of February 25, 1982 confirmed your understanding of this commitment.
During a recent Philadelphia Electric Company Quality Assurance corrective action surveillance, it was identified that this commitment had not been fully accomplished.
It was identified that the review has been completed on the following systems:
Reactor Building Closed Cooling Water; Service Water; and Emergency Service Water.
However, the procedural changes which were identified and the necessary drawing changes have not been processed.
The review of the root valves on the main stack and roof vent effluent monitoring systems has not been accomplished.

Starostecki, Director Page 2 Due to the greatly increased workload imposed by the refueling outage and the simultaneous preparations being made for the Emergency Plan graded exercise for Peach Bottom Atomic Power Station, it was not possible to complete the tasks within the original time frame.
The review of the main stack and roof vent effluent monitoring systems, as well as any procedural changes and temporary drawing changes to controlled drawings will be accomplished by July 15, 1982.
