Dear Mr. Chairman,

I have been following with interest the changes in design and development of the proposed Breeder Reactor on the Clinch River near here. The Natural Rights Center intends to of fer comments as to our specific conce' ins at the appropriate stage of the licensing process.

It has come to my attention that the NRC is now considering dispensing with a Supplemental Environmental Statement and going with the 1977 FEIS. I think that this would be a serious mistake, and I would urge you to order completion of the Supplement. The 1977 FEIS does not cover mair.c changes in the design of the CRBR reactor vessel and fuel core. It does not cover changes in regulatory requirements over the past five years, especially those related to the NRC Action Plan for TMI-related issues. It does not address the subjects required to be addressed by the recent decision of the D.C. Circuit in NRC v. NRDC.

For these reasons, if no Supplement is prepared, we feel that public participation in the decisionmaking on this facility will have been slighted and judicial redress will be justified.

Please see that a Supplement is published, and kindly circulate a draft to our organization for comments.
