Dear Chairman Palladino:

On behalf of the Seacoast Anti-Pollution League, I am writing to request that a draft supplement to the Final Environmental Impact Statement be produced for the Clinch River Breeder Reactor project and that that supplement be sent to our organization for comment.

The information in the 1977 FEIS is too outdated to allow a meaningful evaluation of the environmental, health and safety risks posed by the Clinch River project. If the NRC is to uphold its responsibilities under the National Environmental Policy Act, the many lessons of the last four to five years ought to be reflected in the FEIS. Additionally, there have been design changes in the reactor vessel and fuel core of the Clinch River Breeder. These design changes ought to be addressed.

As you know too, the U.S. Court of Appeals has issued a decision invalidating the NRC's summary consideration of the environmental impacts of long-term radioactive waste disposal. The production of additional quantities of plutonium is of grave import given that the long-term waste disposal problem has not been solved after all these years of reactor operation.
