SUBJECT:

SOUTH TEXAS PROJECT SALP REVIEW Due to extensive involvement with resolution of Headquarters Investigation 79-19 findings and the related Show Cause Order, Region IV did not perform a formal SALP review of the South Texas Project for the initial review period of August 1, 1979, through July 31, 1980.

As stated in our November 20, 1980, memorandum to the Director, Division of Program Development and Appraisal, it was deemed inappropriate to conduct the performance evaluation on the STP facility at that time.

Region IV evaluation of STP over the August 1979 through July 1980 period is based largely on the results of augmented inspection of licensee and contractor activities in response to Investigation 79-19 and the Show Cause Order issued April 30,1980.

Because of manpower reouirements for the augmented inspection, routine NRC inspection conducted during the period was of limited scope and had t

little effect on the evaluation.

It should be further pointed out that the evaluation was made without the benefit of a SALP review board meeting and a management meeting has not been conducted with the licensee.

Both Houston Lighting & Power Company and Brown & Root made significant changes

to tt eir QA programs during this period; however, these changes were not suffi-ciently implemented by July 1980 to permit meaningful determination of their

effacciveness in controlling site construction activities.

In addition, licensee stop werk orders halting ASME and AWS welding and complex concrete placement reduced. the level of safety-related work in progress at the site, thus precluding conclusive evaluation of implementation of the revised QA program.

Based on evaluation of available evidence, Region IV concludes that the licensee and the major contractor have expended considerable effort in resolution of QA program deficiencies and appear to be earnestly committed to continuing this effort until resolution is achieved.

In general, progress in responding to Investigation 79-19 findings and Show Cause Order items has been acceptable.

Moseley May 21, 1981 Region IV involvement with subsequent activities, including the August 1980 public meeting and the early operating license hearing which is presently in progress, have had significant impact on availability of personnel for perfor-mance of the SALP review; however, Reg ~ ion IV anticipates that a formal SALP review will be performed for the current review period and a management meeting will be held with the licensee in August or September 1981.
