NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission)has issued Amendment No. 79 to Facility Operating License No. DPR-65, issued to Northeast Nuclear Energy Company, the Conn,ecticut Light and Power Company.,
the Hartford Electric Light Company, and 'the Western Massachusetts Electric Company (the licensee), which revised Technical Specifications for operation of the Millstone Nuclear Power Station, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. The amendment is effective upon issuance.
This amendment reduces the design reactor coolant flow rate from 370,000 to 362,600 gpm (2 percent r, eduction) and compensates for this re-I duction by reducing the allowable total plana'r and total integrated radial peaking factors by 2 percent. These changes are desirable to improve plant reliability by. compensating for reduced reactor coolant flow after plugging 704 steam generator tubes earlier this year.
The application for the amendment complies with the standards and re.-
quirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made' appropriate l
l findings as required by.the Act and the Commission's rules and regulations l
in 10 CFR Chapter I, which are set forth in the license amend 6.ent.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration, i
