Dear Mr. Schwence r:

The purpose of this letter is to request the following change in the i License NPF-11 for LaSalle County Station Unit 1:

I l Change Request NPF-11/82-9 Add license condition regarding torquing of non pressure boundary bolts on Safety-Related valves located outside of primary containment.

Thi s change reques t is being submitted at the direction of the NRC.

This change is one Class 11 amendment since i t simply incorporates into the license an agreement that was previously reached between the licensee and the Office of Inspection and Enforcement - Region 111.

This proposed change is addressed in the Attachment. This change has o/

received on-si te and of f-si te review and approval . Attachment "B" lists the status of License Change Requests for LaSalle. s

LASALLE COUNTY STATION UNIT 1 LICENSE CHANGE REQUEST NPF-11/82-9 SUBJ ECT: Add license condition regarding torquing of non pressure boundary bolts on Safety-Related valves located outside Primary Containnent.

BACKGROUND During the review of allegations at LaSalle, Region ill, 1&E Personnel questioned the adequacy of torquing of bolting. The licensee addressed the issues and demonstrated their basis for confidence that torquing of bolting was satisfactory. In order to provide addi tional assurance, at the NRC's request, the licensee agreed to perform the following actions:

a) Prior to exceeding 5% power, check the torque on non pressure boundary bolts (bolts whose failure will affect the operation of the valve) on each Safety-Related valve located inside the primary containnent.

b) Within 6 months, check the torque on non pressure boundary bolts (bolts whose failure will affect the operation of the valve) on each Safety-Related valve located outside the primary containment.

DISCUSSION The torque on non-pressure boundary bolts has already been checked on Safety-Related valves located inside the Primary Containment.

Therefore, action (a) above has been completed.

On July 14, 1982, Dr. A. Bournia of the NRC staff notified the licensee that the requi rement for action (b) above had to be addressed as a license condition and he directed the licensee to submit the following statement as a proposed license change:

" Prior to January 15, 1983, the licensee shall check the torque on all non pressure boundary bolts (bolts whose failure will affect the operation of the valve) on each Safety-Related valve located outside of containment."

Commonwealth Edison Company notes the following clarifications on this statement:

1) Containment refers to primary containment.
2) Torque wrenches can not be utilized to check torque on certain bolts due to the as-installed configuration. It is NOT the intent of this condition to require the destruction of the system to perform the required check. Rather, the licensee wi l l ut i l ize a "best ef fort" on inaccessible bolts to demonstrate adequate torquing.

CONCLUSION Commonwealth Edison finds no unreviewed safety question. This license condition simply confirms a previous commitment made by the licensee.
