Dear Mr. Seidle:

This letter is written in response to your letter of April 29, 1982, which transmitted Inspection Report STN 50-482/82-04. As requested, the violation identified in the Inspection Report is being addressed in three parts :

a) The corrective steps which will be taken and the results achieved; b) Corrective steps which will be taken to amid further violations; and c) The date when full compliance will be achieved.

Violation: Failure to Perform Timely Corrective Action.

Finding:

Documented corrective action reported to the NRC by Licensee letter KMLNRC 81-065, dated March 19, 1981, was not carried out as committed and verification that the committed actions had been implemented was never done. This procedure modification commitment remained uncompleted for one year until identified by the NRC Senior Resident Reactor Inspector.

I Mr. W.C. Seidle KMLNRC 82-205 May 27, 1982 Responses a) Corrective steps which will be taken and the results achieved:

Interim Change Procedure (ICP) 485 was issued against Daniel AP-IX-03 " Document Control" on April 8,1982.

This ICP incorporates corrective action commitments as reported in the Reference.

Daniel Procedure AP-IX-03 " Document Control" Revision 15 is currently in the Final Review Cycle. Upon approval and issuance of this procedure revision, corrective action committed to in the Reference will be fulfilled.

b) Corrective steps which will be taken to avoid further violations :

Daniel Procedure AP-II-12, " Project Audit Response" was -

revised on February 19, 1982 to incorporate the use of ,

an Audit Finding Status Log. This-log, as a minimum, includes the report number, finding number, responsible .

i manager, response due date, response received date and corrective action due date. The date of corrective action completion and date of finding closecut is also noted in this log. This log is maintained by the Audit Response Coordinator and is specifically used to track and monitor the timeliness of audit responses and cor-rective action commitments. The Audit Response Coordinator is also verifying the status of open items from NRC audits conducted prior to the implementation of the Audit Finding Status Log.

In addition to the implementation of the Audit Finding Status Log, AP-II-12 " Project Audit Response" Revision 3, February 19, 1982 imposed the following specific require-ments:

(1) Discipline / Department Managers shall be responsible for the timely completion of corrective action specified on the audit response.

(2) Discipline / Department Managers shall be responsible for providing written notifi-cation to the Audit Response Coordinator upon completion of corrective action.

The above procedure requirements are now being implemented.

Implementation of these requirements has enhanced and intensified the tracking and follow-up of corrective action commitments to assure the timeliness of completion.

c) Date when full compliance will be achieved: i Full compliance will be achieved June 17, 1982.
