Dear Mr. Stoiber:
Enclosed please find a letter from General Atomic Company requesting an Amendment to export license XSNM0ll23 to increase the quantity of material to be exported for use in the Mark II Research Reactor in Malaysia.
Before taking action on this amendment request, we would appreciate your views, in accordance.with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed amendment meets the applicable criteria in the Atomic Energy Act of 1954 as dmended by the Nuclear Nonproliferation Act of 1978.
