Specifically,
- 1. the 1980 Safety Analysis Report and 1960. Hazards Analysis, despite being based on unrealistic assumptions which minimize the expected public exposure, postulate an unacceptably high radiation dosage of 1800 Rems thyroid.
The insufficiently conservative assumptions are
- a. assumption of a release limited to only 10% of the volatile fission products and none of the non-volatile products,
- b. assumption that the reactor'has been operated at 10 kw long enough to have attained equilibrium concentrations of relatively short-lived fission products, l

- c. assumption that the reactor is in a two-story building with possible exposure to the public occurring outside the building,
- d. assumption of a building leakage rate of 20% of the reactor room volume per hour for a 30 mile per hour wind, assumed to be directly proportional to wind velocity 3
- e. furthermore, the assumptions upon which the analysis was based have not been adequately tested nor have they teen adequately reviewed against the current nuclear safety literature regarding dose and dispersion models.
