BOARD liOTIFICATI0:1 (Bit-82-65) - RNIFHO SECO The flRR staff has recently received B&W small break LOCA calculations perfomed by the Los Alanos flational Laboratory (Enclosure 1). Thege calculations indicate that for a certain small break size (.0129 ft ),
natural circulation was not restored during the long tem recovery phase of the event. The flRC staff does not believa that the analyses indicate an immediate safety problem since the core was calculated to be covered by water and adequately cooled. A similar primary system response has been pmviously noted in B&W bmak spectrum analyses for large breaks and small breaks which do not repressurize the reactor systca.
This infomation is being pmvided to the Rancho Seco ASLAB, since natural circulation, void fomation and small break LOCA analysis were among the issues on the Rancho Seco hearing records; and it represents new infomation related to the NRC staff analysis of post accident long term cooling following small breaks in the primary system.
No new safety issues are raised by this information and it does not change flRC positions taken in testinony on safety evaluations.
It is being transmitted to the boards and parties as supporting infomation relating to the natural circulation node of heat renoval in post accident long tem core cooling.
The flRC staff has completed a preliminary analyses of this infomation but NRR has not conducted a detailed evaluation of the TRAC code.
Enclosed to this notification is a copy of the draft LANL report entitled "Snall-break LOCA Recovery in Babcock & Wilcox Plants". We have also enclosed pre-liminary flRC staff comments on the draft mport as Enclosure 2.
We have previously addressed these analyses in ouc recent msponse to Dr. Henry flyers of the Subcomittee on Energy and the Environment and indicated that despite the absence of natural circulation flow, core cooling was maintained by llPI injection and internal vent valve circulation. Our letter to Dr. flyers addressing these analyses is provided as Enclosure 3.
