December 9, 1981 Mr. Vincent S. Boyer, Senior Vice President Nuclear Power - S25-1 Philacelphia Electric Company 2301 Market Street, Pennsylvania 19101

Dear Mr. Boyer:

This letter is written as requested by Dave Tepper, Project Engineer on the Peach Bottom Public Notification System, to suirmarize our several discussicns relating to eculpment delivery schedule. The deadline established by NRC of February 1,1982 for operational public notification systems is clearly being

' taken very serious by all utilities. Being a major supplier of public

{

notification systems not only to the domestic utilities, but Internationallyk

> and the combination of NRC's recuirements and political unrest in the Mid-Eas has created an unprecedented high demand on public notification systems eculpment directly affecting our ability to accommodate all delivery t

recuirements.

Feoeral's ef fort's in responding to this heavy oemand has to a great extent been successful since the recuirement was foreseened and efforts were initiated earlier to meet the demand. Custom engineereo control panels however, could not be anticipated as these have been specified differently by each utility. In most cases final details of the exact form and function of

- these control panels was not adecuately specified at time purchase orders were placea, therefore, recuiring further definition and in some instancesDelays even price adjustments to accommodate special requirements established.

caused by this factor have created changes in the quing of orcers for custom

( panels.

To meet these demands and minimize delays additional electricians are beino added to the manufacturing operation . Our electricians are already working cvertime. (10 hrs per day). Unfortunately, some lost time is inevitable j

during the forthcoming Holiday Season. Taking these factors into acccunt our l

best estimate of equipment oelivery at this time, based cn fourteen (14) panels per truckload, is as follows:

1st Shipment January 15 14 Units 2nd Shipment January 19 14 Units l

3rd Shipment January 22 14 Units l

' Ath Shipment January 26 14 Units 5th Shipment January 29 14 Units

Pennsylvania 19101 Subsequently, Dave Tepper has requested that we increase the first shipment oy six (6) so that a total of 20 units would be available by the 18th, consideririg dedicated truck delivery requiring no more than 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
, so that the entire 5-mile radius of the EPZ can be made operational by February 1st.

Feoeral Signal Corporation will do everything within its pcwer, to ccmplete fabrication and QA testing of the 20 units to accommodate this request. We will maintain close contact with Dave Tepper for ccordination of shipments, installation, and field checkout. .

We certainly appreciate the concern for completing this public notification system project in a tirrely way and trust that this schedule can be accommodated by Philadelphia Electric. If necessary, We would be willing to acconpany someone from Philadelphia Electric or provide explanation to the NRC compliance rnonitors.

Mr. Brian K. Grimes, Director Division of Emergency Preparedness US Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Grimes:

In my letter dated July 16, 1981 (S. L. Daltroff to Mr.

l Boyce H. Grier with a carbon copy to Mr. Brian Grimes)

Philadelphia Electric Company informed the Nuclear Regulatory Commission that we anticipated completion of the installation of sirens associated with the Peach Bottom Atomic Power Station for

" Prompt Notifications and Instructions to the Public in the Event of an Emergency" by February, 1982. On September 21, 1981, the Nuclear Regulatory Commission published a notice of proposed rulemaking in the Federal Register among other things " proposing to amend its regulations to extend the date by which prompt I public notification systems must be operational around all nuclear power plants. The proposed extension is based on l industry-wide difficulty in acquiring the necessary equipment, permits, and clearances. If adopted, the proposal would extend the compliance date for these systems from July 1, 1981, to no later than February 1, 1982". Since the proposed rule provided sufficient time for us to complete our installation, Philadelphia l

Electric Company did not comment on the proposed rules establishing February 1, 1982 as an implementation date.

Federal Signal Corporation, the principle of our equipment suppliers, has recently notified us of delivery y h,3{

,e Mr. Brian K. Grimes, Director Page 2 Electric Company was advised of these delivery problems by phone on December 7, received written confirmation on December 9. A copy of this letter is attached. Because of these delivery problems, we can no longer meet our expected completion date.

I our program had been progressing at an a'ccelerated pace.

Extensive field studies were> conducted, including'in place testing,- to assure the adequa'cy of our design.- The information ga'.ned during this study phase was utilized as input into our system design. Philadelphia Electric Company met with county and st.te emergency directors on August 26, and again on December 10 to review siren system specifications and installation schedule.

Concurrent with the procurement of sirens, real estate and right-of-way negotiations were undertaken and all sites were obtained by December 1, 1981.

The installation oof siren subassemblics began on Octoberi

.' 19, 1981. As of December 11, 1981, 67 of 70 sirens had been t

installed, with power provided to'at least 35 of the sirens. 1k)

siren control cabinets have been received and the difficulties being experienced by-Federal Signal.are delaying first shipments until January 15, 1982. Pending receipt of the control cabinets our efforts continue with procurement and installation of other subassemblies associated with the siren system. The most optimistic schedule, assuming acceptable weather conditions, and the delivery of the control cabinets by Federal. Signal as promised, allows for the completion date.for sirens within the five mile radius by February 15, 1982 and the complete installation i of all sirens within the ten mile radius by April 1, 1982.

hhiladelphia Electric Company. requests relaxation of its commitment to have a completely operable' siren system by February ,

1, 1982 because of the material delivery difficulties experienced '<
