PROPOSED CHANGES TO 10 CFR PARTS 25 and 95 Regarding Ray Brady's June 28, 1982 memorandum that forwarded the subject proposed changes for CRGR consideration, I have determined that the changes are exempt from CRGR review. Although these changes do affect more than one licensee, only one power reactor (Fort St. Vrain) is affected. Therefore, the changes are exempt from CRGR review under the provisions of the CRGR Charter, paragraph III. CRGR Scope.
