Virgil C. Sumer Nuclear Station Docket No. 50/395 IE Bulletin 81-01

Dear Mr. O'Reilly:

In accordance with Nuclear Regulatory Chanission Inspection and Enforce:ent Bulletin 81-01, the mechanical snubbers installed on safety related systens at the Virgil C. Sumner Nuclear Station have received a visual examination for damage and a manual test to verify freedon of movenent. As a result of our inspection program, several snubbers were found to be inoperable. On February 15, 1082, Mr. Virgil Brownlee of NBC Region II was notified of a ptential significant deficiency under the provisions of 10CFR50.55(e). Rather than evaluating the consecuences of each inoperable snubber, the condition is beirg declared a significe it deficiency, and South Carolina Electric & Gas Q2npany (SCE&G) is correcting the condition. Based on our discussions with Mr.

Brownlee,' this report ccnstitutes SCE&G's response to IEB 81-01 as well as our report for the significant deficiency.

Visual examinations were conducted according to Virgil C. Sumner Nuclear Station Surveillance Test Procedure STP-403.002. This test procedure required visual examination of snubber rings, dust cover, bolts, pins, end attachments, bearings, housings, etc. Manual testing of each snubber ms performed according to test procedure STP-403.003. '1his procedure required a manual psh-pull test in conpression arx1 tension to ensure freedon of movement.

Snubbers examined and tested as required by the bulletin were manufactured by Pacific Scientific. All safety related mechanical snubbers at Virgil C.

Sumer Nuclear Station are of this manufacturer. 'Ihere were 1,380 safety related snubbers tested under this program. The distribution according to size is as follows:

The ntsnber of failures, size, and location are listed in Attachment 1.

At this tine it is not totally apparent as to the cause of each snubber failure.

Mr. James P. O'Reilly June 22, 1982 Page 2 The damaged snubbers are being returned to the manufacturer for repair and evaluation. The manufacturer will provide a report to SCI %G which will identify the trole of failure.

It is anticipated that this report will be available to us by August 20, 1982. We will provide a final report identifying cause and corrective action when this information is received.

Corrective action for inoperable snubbers has been to replace the snubber.

Corrective action for unstaked dust covers has been to stake the cover according to construction procedures. SCE&G has evaluated each frozen snubber for potential damage to the pipe and/or other supports as a result of Hot Functional Testing.

It has been determined that no damage has occurred.
