South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Response to Ouestions 311.1, 311.2, and 311.3 In a letter dated April 23, 1982, Mr. Frank J. Miraglia transmitted to Mr. George W. Oprea, Jr. a number of questions to be addressed prior to the completion of the environmental review of Houston Lighting & Power Company's South Texas Project operating license application. Question numbers 311.1 and 311.2 will be addressed in an amendment to our Environmental Report with-in the prescribed 90-day period. Since these two questions are also related to our Final Safety Analysis Report (FSAR) they will also be addressed in an i

amendment to the South Texas Project FSAR by December 31, 1982. Question 311.3 related solely to our FSAR. Question 311.3 parts 1, 2, and 3 will also be addressed in an amendment to the South Texas Project FSAR by December 31, 1982.

Due to a recent change in the product mix of a chemical plant close to the South Texas Project and the start of construction of an additional chemical plant, it is necessary to reevaluate the types and auantities of l

hazardous material transported to and from these facilities and the potential hazards they may present. Question 311.3 part 4, which addresses this subject, will be addressed in an amendment to our FSAR by December 31, 1984 This period of time is required because transportation routes and methods for feedstocks and final products for the chemical plant under construction have yet to be finalized.
