FALSIFICATION OF FUEL FABRICATION REPORTS For CALVERT CLIFFS The Calvert Cliffs Nuclear Power Plant is a two unit PWR station, employing Combustion Engineering Muclear Steam Supply Systems, 1
located in Lusby, Maryland. The licensee for Calvert Cliffs is Baltimore Gas and Electric Co. (BG&E). Calvert Cliffs Unit I received l
its operating license on July 31, 1974 while Unit 2 received its operating license on August 13, 1976. Calvert Cliffs Units 1 and 2 are each licensed at a power level of 2700 MWg.
On June 21, 1982, the Resident Inspector, Mr. R. Architzel, reported that BG&E had identified that certain records associated with the l
fabrication of fuel for Calvert Cliffs Units 1 and 2 had been falsified.
The records in question involved the results of tests 'f purity and boron o
l (B-10) loading for burnable poison shims utilized in fuel Batchs IH and i
IIG.,
The IH fuel had been loaded into Calvert Cliffs Unit I during the

present ' on-going, refueling outage. The Batch IIG fuel will be loaded into Calvert Cliffs Unit 2 during the upcoming, Fall 1982, refueling l
outage. The fuel in question was manufactured by Combustion Engineering.
The (boron carbide-B C) pellets for this fuel were fabricated by a subcontractor, Boridd Products Inc., who subcontracted the testing of these pellets to United Testing Corp. An individual at United Testing was found to have falsified the test records rather than perform the tests.
Balthore Gas and Electric (BG&E) responded to the above information by promptly performing a complete audit of the records associated with the Calvert Cliffs fuel. At that time it was also found that fuel Batch II F, loaded into Unit 2 in Spring 1981, had falsified test records associated with purity and B-10 loading for poison pellets. Subsequent tests of archival samples of B C pellets indicated that the purity of 4
the poison pellets in question is within the required limits. Combustion Engineering is presently preparing to perform tests of B-10 loading although at this time no such tests have been conducted. BG&E is presently restarting Calvert Cliffs Unit 1.
It is expected that any significant deviation in B-10 loading would be observable during start-up testing.
