SUBJECT:
PROPOSED LICENSE TO EXP0RT BYPRODUCT MATERIAL TO FRANCE (XB00ll53)
On June 29, 1982, National Bureau of Standards (NBS) applied for a license to export small amounts of neptumium oxide and depleted uranium to France.
The material is to be fabricated into seven fission chambers and returned to NBS for use in dosimetry experiments. The applicant has requested expeditious processing of the license application as the material is urgently required.
We advised the applicant that the U02 (depleted uranium) could be exported pursuant to our General License for source material, as set forth in 10 CFR Part 110, Section 110.23(a)(1).
In regard to the byproduct material, the staff has concluded that the proposed export meets the requirements of the Atomic Energy Act, as amended, and would not be inimical to the common defense and security of the United States.
In view of the above considerations,the staff issued the license to cover the byproduct material without the nonnal 15-day waiting period.
