NRC STAFF MOTION TO SUPPLEMENT THE WITNESS PANEL ON SC/ SOC CONTENTION 7B AND SOC CONTENTION 19(b)
The NRC Staff's prefiled direct testimony on SC/ SOC Contention 7B and S0C Contention 19(b), related to safety classification and analysis of structures, systems and components, was prepared and sponsored by the six witnesses on the Staff's 7B panel. However, as part of the Staff's continuing response to the Board's guidance of June 2, 1982 (Tr. 3136-3140) and the concerns expressed by the Board on July 9, 1982, the Staff requests the Board's leave to join Ashok C. Thadani on the Staff witness panel for 7B.
Statements of professional qualifications for Mr. Thadani are attached.
Mr. Thadani is the Branch Chief for the Reliability and Risk Assessment Branch, Division of Safety Technology. Mr. Thadani will bring to the witness panel knowledge and experience in areas addressed in the testimony of LILCO's PRA experts. questions concerning PRA methodology. He is also prepared to discuss:
(1) NRC Staff policy regarding any requirement for and review of PRA's in the licensing process; (2) how PRA's will be used in assisting the decision-making in the licensing process; (3) the Staff's position regarding the use of the Shoreham draft PRA in the OL licensing process; and (4) the principal strengths and weaknesses of PRA, including examples that make PRA's less precise in predicting the absolute magnitude of risk. The Staff believes that his presence on the witness panel will prove helpful to both the Board and the Parties.

6, Ashok C. Thadani PROFESSIONAL QUALIFICATIONS I am a Branch Chief of the Reliability and Risk Assessment Branch, Division of Safety Technology in the Office of Nuclear Reactor Regulation.
I have held this position since August,1980.
In this capacity I supcrvise, direct, and coordinate the personnel and programs of the Reliability and Risk Assess-ment Branch which is responsible for activities pertaining to the reliability and risk assessment of the functional capabilities of nuclear power plant safety systems, equipment, and procedures needed for safe plant shutdown following transient and accident conditions.
I received a Bachelor of Science Degree in 1965 from the University of Tennessee and a Master of Science Degree in 1967 from the Catholic University.
Both of these degrees are in Chemical Engineering.
From 1967 to 1968, I was employed by Melpar Co. where I performed Research and Development studies on coal utilization and air pollution control.
From 1968 to 1969 I continued my studies towards a Doctor of Philosophy Degree in Chemical Engineering at the Catholic University of America.

4 During 1969 to 1972, I was a Senior Engineer with Westinghouse Electric Corporation where I was initially involved in developing mathematical models for the cooldown of the NERVA reactor. Subsequently I was involved in code development efforts and accident analysis.
From 1972 to 1974, I was a staff engineer at the Singer Simulation Products where I was involved in real time simulation of nuclear power plant behavior during normal and accident conditions.
I was also responsible for directing Research and Development activities in modeling techniques.
In February 1974, I accepted employment with tha Atomic Energy Commission (now the Nuclear Regulatory Commission) in the Reactor Systems Branch.
I was responsible for reviewing and coordinating the review of the Anticipated Transients Without Scram for Light Water Reactors.
In addition I reviewed the safety systems of both PWR and BWR designs.
