Inspection on May 11-14, 1982 (Report No. 70-820/82-06)

Special safety inspection by a region-based inspector of the Radiological Safety Plan developed by Oak Ridge Associated Universities under NRC Contract No.

A-9093-0 including:

extension of grid pattern; identification of burial sites, surveys, and surface sampling and survey plan. The inspection involved 28 hours3.240741e-4 days <br />0.00778 hours <br />4.62963e-5 weeks <br />1.0654e-5 months <br /> onsite by one region based inspector.

Activities were associated with measurements of external radiation and concentra-tions of radionuclides on those portions of the UNC property outside the re-stricted area as one aspect of the facility decommissioning program.

Results:

Grid Pattern The Oak Ridge Associated Universities (0RAU) Survey Plan stated that a 50 foot grid pattern would be extended about 200 feet around the perimeter of the restricted area. On May 11-12, 1982, the inspector observed the grid pattern being established by representatives of ORAU. The inspector noted that in several isolated locations the grid was not extended out to the 200

?oot mark where thick underbrush and trees precluded the extension.

No violations were identified.

Waste Disposal Locations Two waste disposal locations are designated onsite. A 2.5 meter grid was to be established on these locations, as required by the Survey Plan, in order to assure a more thorough coverage of those areas with a high potential for residual contamination. One of the waste disposal locations is located near the Processing Area, and the second is at a remote location, near the Narraganset Trail.

On May 14, 1982, the inspector verified that the waste disposal location near the Process Area had been laid out in the required 2.5 meter grid.

No violations were identified.

Surface Measurements The Survey Plan requires a walkover surface scan within gridded areas using gamma scintillation ratemeters to identify locations of elevated radiation levels.

The Survey Plan also requires beta gamma surveys at the surface and one meter above the surface at the intersections of all grid lines.

The Plan requires a walkover survey, using beta gamma sensing devices, of perimeter and on-site roads, trails and access right-of-ways, and all vehicular accessible areas to provide a thorough systematic coverage pattern of the UNC site.

2 During the period of May 11-14, 1982, the. inspector verified by direct observation that the requirements were satisfied. Specifically, the inspector observed the walkover scan within gridded areas within the 50 foot grid cited in Item 2 above. He also observed the beta gamma surveys being performed within this 50 foot grid at the intersection of the grid lines. On May 13, 1982, the inspector accompanied one ORAU Team as surveys wer( performed on onsite roads, trails and vehicular accessible areas.

No violations were identified.

Surface Sampling The Survey Plan requires that soil, sediment, water and vegetation samples be collected from various locations throughout the site.

During the period of May 11-14, 1982, the inspector observed ORAU personnel collecting soil samples within the 50 foot grid area.

He also observed personnel collecting soil, sediment, water and vegetation samples at, or near, the storm drain outfall, and he observed soil samples being collected from the waste disposal area cited previously.

In addition, the inspector saw numerous soil, sediment, water and vegetation samples that had been collected from various locations throughout the site. Results of analysis of these samples will be reviewed in a future inspection (82-06-01).

No violations were identified.

6.

Survey Plan The preceding items represent a portion of the specified requirements of the ORAU Survey Plan. This first phase was specific for areas outside of the licensee's restricted area.

Future requirements will include subsurface measurements outside of the restricted area, as well as similar activities within the restricted area, but outside of the buildings.

Specific surveys will also be required within the buildings.

Representatives of the Rhode Island Department of Health were onsite on May 13, 1982.

Exit Interview The inspector met with a licensee representative (denoted in paragraph 1) at the conclusion of the inspection on May 14, 1982.

The inspector summarized the purpose and scope of the inspection, and the findings as presented in this report.
