Dear Mr. Wolfe:

Is the current health crisis in the Soviet Union due in some part to siting policies which have concentrated most of the heavy industry (including chemical and nuclear plants) and population along the extended Russian river systems?

Until this question is answered fairly definitively one way or another it does not seem prudent for NRC to permit the Soviet siting policy to be used on long U.S. river systems such as the Mississippi.

  • This point is made on page 10 of the enclosed draft of an article that has been submitted for publication. In the first new paragraph on page 10 there are some results of a preliminary analysis of the Soviet vital statistics as well as some remarks on further steps that might resolve this issue in a timely manner.

In my view it is a matter of highest priority that NRC undertake a comprehensive study of the Russian health crisis and its causes, and I would be willing to consult on or contract for the statistical analyses that are necessary,here in order to expedite the research. These results are crucial to a prudent decision on Docket No. 50-382 and on other reactors sited on U.S. long-river systems.

Would you be willing to endorse this proposed study by'NRC and forward your recommendation to the NRC Chairman?
