Gentlemen:
In accordance with the requirements of the Farley Nuclear Plant Unit 2 Operating License [NPF-8, Section 2.C.(21)(d)(2)] and NUREG-0737, Item II.D.1, Alabama Power Company is required to report demonstrating qualification of block valves prior to July 1, 1982.
NUREG-0737, Item II.D.1 further clarifies these requirements by stating that PWR utilities demonstrate that PORV block valves function properly over the range of expected operating and accident conditions.
This demonstration is to be supported by test data.
During a meeting between the NRC Staff and utility representa-tives held on July 17, 1981, the provisions of NUREG-0737, Item II.D.1, were discussed in detail.
An agreement was reached regarding resolution of the requirements and the detafis cf this agreement were contained in a letter from R. C. Youngdhal, Con-sumers Power, to H. Denton, NRC, dated July 24, 1981.
The utilities agreed to supply information to the NRC consisting of:
A list of block valves used in or intended for use in j ()'f jo domestic participating PWR plants.
A summary of testing done to date that would yield information concerning the operability of block valves (including Marshall Steam test results).

The block valves used at the Joseph M. Farley Nuclear Plant -
Units 1 and 2 are 3 inch gate valves manufactured by Velan, model number B10-3054B-13MS, with a Limitorque operator, model number SMB-00-25.
A Velan 3 inch gate valve, model B10-3054B-13MS with a Limitorque operator was tested at the Marshall Steam test facil-ity.
The results of these tests are contained in Section 3.1 of the EPRI PWR Safety and Relief Valve Test Program PORV Block Valve Information Package which was submitted to the NRC as an enclosure to the letter R. C. Youngdahl, Consumers Power, to H. Denton, NRC, dated June 1, 1982.
The Velan valve fully opened and closed on demand for all of the test cycles.
The post-operation leakage test performed following the test cycles indicated a leak rate of 0.0 gpm.
These tests demonstrate that the Velan block valves function properly, further testing is not required and thus the Farley block valves are qualified.
