BEFORE THE UNITED STATES NUCLEAR REGULATOFT COMMISSION In the Matter of Docket Nos. 50-278 PHILADELPHIA ELECTRIC COMPANY APPLICATION FOR AMENDMENT l
OF FACILITY OPERATING LICENSE DPR-56 Philadelphia Electric Company, Licensee under Facility Operating License DPR-56 for Peach Bottom Unit 3, hereby requg,sts that the Technical Specifications contained in Appendix A of the Operating License be amended by revising Tables 3.5.K.2 and 3.5.K.3, and Figures 3.5.K.1 and 3.5.K.2 as shown respectively on the attached pages l'33d, 13 '., 142, and 142a.
The changes to the Technical Specifications are being requested to correct a recently discovered fuel length input error in the ODYN transient computer code which was used Ior performing the 8207090208 820706 fDRADOCK 05000278 PDR
Peach Bottom Unit 3 Reload 4 (Cycle 5) pressurization transient analyses.
Results of these analyses were reported in the General Electric document " Supplemental Reload Licensing Submittal for Peach Bottom Unit 3, Reload 4" (Y1003J01A20), dated February, 1981.
In addition, the requested Technical Specification changes would modify the MCPR limit exposure point from EOC5-2000 MWD /t to EOC5-1000 MWD /t.
General Electric Company has re-analyzed the pressurization transients utilizing the corrected fuel length input version of ODYN at the exposure points given in document Y1003J01A20 (EOC5-2000 MWD /t and EOCS).
In order to minimize the potential power output derating of Peach Bottom 3 due to restrictive core thermal limits, the pressurization transients were analyzed at an additional exposure point (EOC5-1000 MWD /t) using the corrected version of ODYN.
The results of these analyses are presented in I
the document " Supplemental Reload Licensing Submittal for Peach Bottom Unit 3, Reload 4" (Y1003J01A20, revision 1), dated June, 1982, which is filed herewith and incorporated herein by l
reference.
Since the proposed changes to the Technical Specifications do not involve a significant hazards consideration, pursuant to 10 CFR 170. 22, Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment be considered a Class III Amendment.

The Plant Operation Review Committee and the Operation and l
Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
