On Jtne 23, 1982, a substantial safety hazard as defined by 10CFR21 was reportal to Mr. Hugh Dance at the NIC Regian II office. The item involves the potential electrical shorting of uninsulated leads in the anti punp relay used in the 7.2 KV switchgear. Details are given cn the attachment. This item is being reported under our 10CFR50.55(e) procedure.

Identification of Basic Conponent 7.2 KV Switchgear's Anti-Pump Relay 3.
Identification of Firm Supplying Conponent r
Nature of Defect, Substantial Safety Hazard Created, and Evaluation South Carolina Electric and Gas was notified of a possible defect in the 7.2 KV switchgear's anti-punp relay by the manufacturer. The affected switchgear was manufactured during the period from 1976 through mid 1981. We flexible leads connected to the anti-punp relay's moveable contacts were stripped excessively. This condition left the flexible leads uninsulated length long enough to possibly reach an adjacent coil creating an electrical short circuit. Since the anti-punp relay is part of the switchgear's close circuit, the affected switchgear could have been rendered inoperable. We manufacturer has reported this problem to the Nuclear Regulatory Cm mission.
South Carolina Electric and Gas has not experienced any anti-punp relay failures.

Corrective Action The 7.2 KV switchgear manufactured during the period frcan 1976 through mid 1981 was identified from the manufacturer's date code.
h identified switchgear's anti-punp relay was checked for excessive uninsulated flexible leads, h anti-punp relays found with excessive uninsulted leads were re-insulated per the manufacturer's service bulletin.
