It should be specifically noted that the majority of the items of Generic Letter 81-12, since they deal almost exclusively with alternate shutdown capability, form a comparitively small part of the total effort at TMI-l to comply with Appendix R.

It should also be noted that the scope of our alternate shutdown capability modifications could not be defined until this Appendix R evaluation was complete.

As a result, details for the alternate shutdown capability are still maturing. :

Mr. Darrell G. Eisenhut 5211-82-156 Your timely cpproval of our technical exemption request is a prerequisite to our being able to complete the modifications in accordance with the proposed schedule. :

Our detailed schedule exemption request for the completion of Appendix R modifications, as mentioned above.

Detailed technical exemptions including specific bases and fire areas / zones of applicability have been conveniently packaged in Section 1.2 of Attachment 1.

These requests were transmitted with our letter L1L 364 dated December 15, 1981 and further clarified by our letter 5211-82-094 dated April 15, 1982 and our letter 5211-82-080 dated April 20, 1982. The technical basis for these requests are detailed in Sections 3 and 4 of Attachment 1.

As the engineering and implementation phases of fire protection at TMI-l nature, updated informa-tion will be forwarded for your information as appropriate. Given the magnitude of analysis and report preparation efforts such as the Appendix R evaluation represents, the potential for inconsistencies / inaccuracies exists.

It is our intention that any corrections will be promptly reported to you.
