Dear Mr. Stolz:

A commitment was made in a Toledo Edison letter dated July 10, 1980, (Serial No. 627) to inspect all Cycle 2 Fuel Assembly Holddown Springs at the Davis-Besse Nuclear Power Station Unit No. I during the second refueling outage. That inspection has been completed during the current refueling with one spring reported broken.

The broken spring at Davis-Besse has be en replaced and was from heat treatment number HT2405X which is used t.n all B&W operating reactors.

Out of the 177 fuel assemblies examined at Davis-Besse, only the single spring has been identified as broken and is currently under evaluation by B&W.

This failure is considered an isolated instance within the realm of statistically expected occurrences.
