f Attached you will find 40 copies of a report prepared for Northern States Power Company by Engineering, Planning and Management (EPM) entitled " Fire Protection Safe Shutdown Analysis Compliance with 10 CFR 50, Appendix R,Section III.G and Substantive Basis for Exemption Requests." This report supersedes our previous submittals on this 1: sue.
The purpose of this letter is to submit for NRC evaluation a revised Fire Protection Safe Shutdown Analysis for our Prairie Island Nuclear Generating Plant. Included in this report are:
- 1. Description of Necessary Functions and Equipment Required for Placing the Reactors in a Safe Shutdown Condition
- 2. Analysis Comparing the Existing. Safe Shutdown Equipment to the Requirements of Appendix R,Section III.G.2
- 3. Proposed Modifications Necessary for Complying with the Requirements of Appendix R,Section III.G.2
- 4. Requests for Exemption from Certain Requirements of Appendix R,Section III.C.2, where substantial, addit.ional fire pro-tection is not gained or where strict compliance does not necessarily result in improved protection of public health and safety An estimated 7,000 man-hours and $350,000 has been expended in compiling information for this submittal to date.
In view of the long history and the magnitude of effort involved, verification of the analysis process is still continuing to ensure the accuracy of the information set forth in this document. Any corrections or new information which changes the validity of the conclusions drawn by this analysis will be reported in a timely manner.

o NORTHERN GTATEL POWER COMPANY Director of NRR June 30, 1982 Page 2 Modifications requiring a plant outage are c'urrently scheduled to be completed within the schedule extension granted by your May 4, 1982 letter (first refueling outage beginning 180 days or more af ter June 1, 1982). However due to our change in approach to protection of cable trays and conduit at the Prairie Island Nuclear Generating Plant, the turn around time for assessing and conducting these modifications will go beyond the extension date granted for these non-outage items. Accord-ingly, we are requesting an extension of the previously granted schedular exemption as follows:
- 1. That the implementation date in paragraph (c)(2) for installation of modifications required by Appendix R,Section III.G.2, that do not require prior NRC approval or plant shutdown, be extended from nine months af ter June 1,1982, to January 1,1984.
