J Murray and Trettel Inc. Certified Consulting Meteorologists 1.0 Introduction Regulatory Guide 1.145 specifies procedures for calculating atmospheric relative concentration (X/Q) values to be used in evaluating potential releases up to 26 days duration.
The guide provides methods for determining maximum sector X/Q values and a 5% overall site value for the exclusion area boundary (EAB) and outer low population zone (LPZ).
Murray and Trettel, Incorporated developed a computerized program called MTWIND that computes hourly X/Q values for selected downwind ranges.
Con ~secutive X/Q's are then grouped into desired periods, and ranked from smallest to highest.
Cumulative distribution statistics are computed from the ordered data.
MTWIND was executed using site parameters and meteorological measurements specific to Dairyland Power Cooperative's Lacrosse Boiling Water Reactor (LACBWR) located in Genoa, Wisconsin.
The calculational methods and results are described in the following sections. Computer outputs are in the appendix. These include cumulative frequency statistics and joint stability wind roses.
2.0 Calculation of X/Q Values The following equations and parameters were used in the computer simulation.

2.1 Meteorological Data Input
)
Meteorological measurements representative of ground level and elevated releases were used. Hourly wind speed and direction data measured at
)
ground level (10-meters) were collected from January 1,1978 through December 31,1979. ~ Wind direction standard deviations (sigma) were also measured during the period. Atmospheric stability class was inferred from
)
these data using the classification scheme given in Reg. Guide 1.23. A total of 8,705 hours0.00816 days <br />0.196 hours <br />0.00117 weeks <br />2.682525e-4 months <br /> of joint hourly speed, direction and sigma comprised the ground level meteorological data base used in this program.
)
Upper level (100-meters) wind speed and direction data (including sigma) collected during the same period provided 15,110 hours0.00127 days <br />0.0306 hours <br />1.818783e-4 weeks <br />4.1855e-5 months <br /> of joint hourly
)
wind speed, direction and sigma. Atmospheric stability was inferred from the 100-meter sigma measurements using Reg. Guide 1.23.
)
Wind direction was classed into 16 sectors, each 22.5 degrees wide centered on true north, north-northeast, etc. Calms were assigned a value equal to the wind vane's starting speed (0.75 mph).
)
2.2 Determination of Distances for X/Q Calculations 4
For each wind direction sector the EAB was taken to be the minimum distance between the release point (stack) and the EAB within a 45 degree sector centered on the wind sector center line. The resulting 16 EAB's
)
were used as the minimum range at which the X/Q values were calculated for both ground level and elevated releases. Table 1 summarizes these ranges.

Other ranges were selected to capture the maximurr offsite concentration due to a stack release. The minimum offsite range was determined by computing

ground level X/Q factors for combinations of wind speed and stability assuming level terrain.
The minimum range yielding the highest X/Q value was 400m. This range was multiplied by appropriate factors to optimize
)
the likelihood of computing maximum X/Q. The resulting ranges (m) used for stack releases were 400, 520, 1560 and 4800.
)
2.3 Calculation of X/Q Values at EAB Distances Relative co'ncentrations were computed for each hour of meteorological
)
data. The following evaluations were made for ground level releases.
During neutral (D) or stable (E, F, G) atmospheric stability conditions when the 10-meter wind speed was less than 6 mps, horizontal plume meander was considered.

3.0 Determination of Maximum Sector X/Q Values

The hourly X/Q values computed as desi:ribed in 2.0 were used to determine sector and maximum sector X/Q values f or the EAB and LPZ ranges.

3.1 EAB X/Q Values The hourly X/Q values computed according to 2.3 were grouped into 2, 8,
)
16, 72 and 624 hour0.00722 days <br />0.173 hours <br />0.00103 weeks <br />2.37432e-4 months <br /> running averages and ordered from smallest to largest for each of the 16 sectors. The median, 5 percentile and maximum values were then identified for each sector.
The 5 percentile value is that

which was exceeded 5 percent of the total time.
3.2 Outer LPZ X/Q Values

Sector X/Q values for the LPZ were deterTnined in a manner similar to that described in 3.1.
For stack releases fumigation was assumed to occur during the first half hour of the release period under consideration.
For each range and release period cumulative distributions were used to determine the median, 5 percentile and maximum X/Q for each sector.
4.0 Results
