Pursuant to 10CFR 50.71(c) we hereby submit 13 copies of the Updated Safety Analysis Report (USAR) for the Prairie Island Nuclear Generating Plant. The USAR is a new document which updates the information in the Final Safety Analysis Report (FSAR) for the period from the time the last amendment was submitted on May 3, 1974 through December 31, 1981.

The USAR will be revised on an annual basis per 10CFR Part 50.71(e).

Sections of the FSAR which were necessary for the Operating License application but do not relate to operational phase activities such as start-up testing, construction contractor / licensee interfaces, personnel resumes, proposed Technical Specifications, etc. have not been included in the USAR.

Sections and appendices of the FSAR which were separate licensing basis documents and that are essentially unchanged such as meteorological, hydrological, seismological studies, etc. have not been included in the USAR. All of the above-mentioned material is still readily available in the FSAR, which continues to be the " licensing basis document".

This material has been referenced in the USAR as appropriate. Other self-standing documents that are revised on a f requent basis and are readily available at the licensee facilities such as the Emergency Plan, Quality

Assurance Plan, Security Plan, etc. have not been included in the USAR, except for references which indicate the current revision and date of NRC S

approval or acceptance of those documents.

/]h The program to update the FSAR was contracted to a consulting firm who j

expended about 85 man-months work over an 14-month period. It was nec-essary to review and catalog about 10 years of licensee files. This in-formation was used to provide draf ts of updated chapters for the USAR which underwent several stages of review by the licensee and consultant.

We believe that the level of attention given to the preparation of the USAR has resulted in a document that accurately presents the changes made to the plant and the analyses performed since the final amendment to the FSAR. With a project of this magnitude, however, it is possible that some inconsis:encies or errors may not have been identified and corrected 8206300204 820618 PDR ADOCK 05000282 K

If any deviations of this nature are identified, they will be noted for correction in the next annaul USAR revision.

In addition, if the deviation is judged to be highly significant, we would verbally inform the NRR Project Manager and determine whether any further action is required prior to the next annual revision.

It is NSP's intent to base all future 10CFR50.59 determinations for

" changes in the facility as described in the Screty Analysis Report" and

" changes in the procedures as described in the Safety Analysis Report" upon the current USAR.

Changes to the Prairie Island plant made in 1981 or tests conducted in 1981 that were reportable under 10CFR 50.59 were separately reported in the Annual Operating Report submitted to the NRC Regional Administrator-III on February 26, 1982.

It is our intent to include an attachment to letters transmitting future USAR revisions which will describe changes, test and experiments made under the provisions of 10CFR50.59, including a brief summary of the safety evaluation for each change, thereby eliminating the need for a separate annual 50.59 submittal.
