SUBJECT:
OHI UNIT 1 We have obtained information from a licensee and from Westinghouse concerning defective holddown springs for various core assemblies, including burnable poison assemblies, which were found in Ohi Unit 1.
Further, Westinghouse has advised us that similar springs are used in one operating unit in the United States and were intended for use in units under construction.
Because Ohi is a Japanese plant, Westinghouse is quite reluctant to release infonnation about this situation. However, the condition of the holddown springs is significant, and we feel obligated to submit information notices or circulars to affected licensees which describe the geometry and the material of the springs, the cause of failure, the number of failures, the length of time that the springs were exposed to an adverse environments, and the possible consequences of failure.
In preparing an information notice or circular, it would be helpful to us to refer to the Ohi experience.
We would appreciate it very much if you could obtain the concurrence of the Japanese in this regard.
