CCNPP Units #1 & 2, Dockets #50-317 & 50-318 Unresolved Safety Issues A-47 and A-49

Dear Mr. Denton:

On June 15, 1982, a meeting was held in the Baltimore Gas and Electric Company (BG&E) Corporate Offices with members of the Nuclear Regulatory Commission (NRC) Staff to discuss NRC plans for the resolution of two Unresolved Safety Issues (USI): Task A-47, Safety Implications of Control Systems; and Task A-49, Pressurized Thermal Shock, and to request BG&E participation in those plans.

During the course of the meeting, the NRC Staff presented, in some detail, the program for resolution of USI A-49 and, in considerably less detail, the plan of attack for USI A-47. Considerable discussion ensued on both USI's, and the meeting concluded with a commitment from BG&E to provide the NRC with a decision on participation within about a week.

Af ter careful consideration, we have decided to participate, with certain conditions, in the program to resolve USI A-49.

However, we feel that additional discussion, both technical and programmatic, is necessary before we can make a decision on participation in the resolution of USI A-47. The conditions for participation in A-49 and the informational concerns with regard to A-47 are discussed below.

Pressurized Thermal Shock (A-49) 1.

BG&E participation is conditional upon the following:

a.

Prior assurance from NRC that the plant-specific results from the program will exempt Calvert Cliffs from any generic PTS criteria.

b.

NRC agreement to permit BG&E's active participation in establishing assumptions and methodology used for the analysis.

A clear delineation of the proposed program including milestones, interim products and periodic reports and an opportunity for BG&E input on the determination of these items. In addition, adequate time must be allowed for BG&E review and comment on any pertinent material produced during the program.

d.

Periodic management review meetings with BG&E.

e.

Direct funding or reimbursement for any outside analytical work which is required of BG&E in order to provide data or information to NRC.

BG&E recommends that provisions be made for the possible involvement of the Combustion Engineering NSSS Owners Group (CEOG) and/or EPRI in the conduct of this program. We are planning to discuss the program at the next CEOG meeting on July 1,1983 in Bethesda, Md. and it may be appropriate for NRC to be available to address the Group at that time.

Safety Implications of Control Systems (A-47)

BG&E feels that the following steps are necessary in order for a decision to be made on participation in A-47.

a.

NRC should divide the overall Task into clearly-defined segments and describe in detail the suhtasks in each segment. A prioritization of the subtasks should be developed along with the logic used to determine the priorities.

b.

A follow-up meeting should be scheduled in which appropriate BG&E engineering and operations personnel could discuss the technical details of the proposed program with technical representatives from the NRC and its contractors.
