SUBJECT:

W_ Spring Failures I called Gino Arlotti (W) this day (8/8/80) regarding the OH1-1 " damaged coil springs" that were mentioned in the State Department telegram that was received from Howard Faulkner in June. Arlotti made the following assertions:

1.

The problem applies only to UHI plants (because flow conditions otherwise are not right).

2.

It has not been observed in any plant other than OHI (which lends credence to UHI factor).

3.

OHI's springs are " barrel"-shaped whereas domestic W springs are not.

Therefore, problem may never be encountered domestically.

4.

There was no evidence of loose parts at OHI.

5.

The problem was reviewed by W and TVA under Part 21 and both de-tennined there was no " substantial safety hazard". Therefore, according to 10 CFR 21.1, there is no obligation to notify NRC of the problem.

6.

W did discuss the matter informally with someone at NRC (.Arlotti could not remember his name).

7.

McGuire and TVA are the only UHI plants.

I have attempted to reach the McGuire and Sequoyah PM's but at this writ-ing have not been successful. A call to Roy Woods (I&E) revealed that I&E was aware of the problem and was trying to get more imformation.

Faulkner also said that he would contact the Japanese again next week to try to get more information.

Since there are no UHI plants presently operating, I&E's interest has been low key.
