Dear Sir:
The Power Authority submitted, via Reference 2, inser'vice inspection program relief requests for our FitzPatrick nuclear power facility.
As a result of your initial review, you req'uested additional information on these relief requests via Reference'~l.
For the reasons detailed below, additional time is required to provide the information requested by Reference 1:
1 Several of your questions require the detailed listing of the location, size and accessibility of welds and butting.
Plant records will have to be searched to compile this information in sufficient detail.

Several questions request sketches of specific piping wolds and, of the reactor vessel bottom head and vicinity to illustrate as-built interferences.
This will require some original work after these areas are physically detailed.
Much of this field work cannot be done while the plant is in operation.

Requests for technical justification or proof (as requested for example by Item 8(a)) may require extensive research, analysis or discussion with industry and research groups.
Some of these requests require manufacturer design data, while others ask for justification and proof of industry accepted standards.
For these reasons, the Authority must postpone the submittal information by 120 days, or until October 15, 1982.
Responses requiring plant shutdown will be submitted 30 days after the end of the first outage of sufficient duration.
