Dear Mr. Freudenthal:
It has come to my attention that ' discussions regarding the terms of a flemorandum of Understanding (fiOU) between Wyoming and the NRC covering uranium mill tailings and in situ mining are at an impasse.
It seens that since so much time has lapsed since the initial development of the fiOU in July,1930 involving your predecessor that it would be beneficial to review the basic concepts that led to a consideration of an !!00. As Director of the program office within the NRC responsible for implementation of the fiOU, I would like to suggest that representatives of the NRC meet with the appropriate state officials in an attempt to come to some resolution of the M00.
He would be pleased to participate in such a meeting in Cheyenne if you believe that an !100 would be of mutual value.
