General Electric Company My name is Fred Hayes.
Ptr business address is General Electric Company,175 Curtner Avenue, San Jose, California.
I have been Senior Licensing Engineer, BWR Evaluation Program, since October, 1980.
In this capacity I am responsible for resolution of generic post-TMI licensing issues with the NRC on behalf of the BWR Owners' Group.
My duties also include pro-viding licensing support on an individual plant basis to obtain resolution of post-TMI issues, including those addressed in NUREG-0737..
~
I was awarded a Bachelor of Science degree in Chemical Engineering in 1971, and a Master of Engineering degree in Nuclear Engineering in 1972, both by Cornell University.
Prior to my current assignment, I was Senior Licensing Chapter Engineer in BWR Projects Licensing at General Electric.
In that position, I.was responsible for maintaining the techni-cal accuracy of the reference safety analysis report for Chapter 3 (Mechanical Design of Structures and Equipment) and Chapter 5 (Reactor Coolant Pressure Boundary).
I was also re-sponsible for coordinating and writing responses to NRC
questions for individual BWR projects and for reviewing both technical and licensing adequacy.
In addition, my responsibi-lities included providing general project support for all issues reiating to those chapters.
From October 1077 to May 1979, I was Project Licensing Engineer responsible for all project licensing activities in-volving the nuclear steam supply systems for the Perry and Black Fox plants.
My duties included preparation of safety analysis reports, participation in public safety hearings and participation in licensing / technical meetings with the customer and NRC.
From April 1975 to October 1977, I was Engineer in the Fast Breeder Reactor Department (FBRO) of GE.
At FBRO, I was initially responsible for the analysis of fast breeder reactor accidents, and answered AEC questions on the radiological por-tion of the PSAR for Clinch River Breeder Reactor Plant.
I was also the engineer in charge of sodium spray and pool fire ana-lyses at Clinch River.
As part of this effort, I performed computer code development work for the thermal / hydraulic ana-lysis of aerosol fallout and the effects of sodium fires.
Other tasks included determining the heat removal requirements for a molten core and analyzing fission product and fuel re-lease from a boiling sodium pool.
From July 1972 to April 1975, I was employed by Stone and Webster Corporation as Lead Radiation Protection Engineer in charge of Beaver Valley Units 1 and 2.
My responsibilities
e included performing the shielding analysis, evaluating the radiation monitoring system (RMS) requirements, writing the RMS specification and writing and reviewing portions of the safety analysis reports.
I have co-authored several publications including
" Review of Current Sodium Fire Analytical Models (GEAP-14148)"
and " Sensitivity of Radiological Core Sequences to Variations in Aerosol Parameters (ANS paper)."
I am a registered professional chemical engineer in the State of California.
