Emergency Public Notification System

Dear Sir:

The purpose of this letter is to report on the status of our augmentation of the Emergency Public Notification System within the Vermont Yankee Emergency Planning Zone. As we have indicated verbally to your office on a periodic basis since February 1,1982, we had identified the need for certain additions to the system as a result of system testing and evaluation following our initial installation ef forts. The additions we identified and their status as of this date are outlined below.

Sirens for Brattleboro l Following the initial installation and testing of four sirens within l Brattleboro, VT, the need for two additional sirens was identified. Over the

! past three months, the sites for these additional sirens were prepared, the

sirens were delivered from the manufacturer and installed, and, on May 5, 1982, they were sound-level tested. This completes the siren portion of the public notification system work for Brattleboro.

i Siren for Winchester l

Following the initial installation and testing of one additional siren, 1

and the modification and testing of an existing siren, the need for one additional siren in Winchester, NH was identified. Over the past three months, a site for the new siren was prepared, the siren was delivered from the manufacturer and installed, and, on May 24, 1982, it was sound-level -

tested. This completes the siren portion of the public notification system I for Winchester.

Smith Page 2 Additional Weather Alert Radios Following the initial distribution, three towns identified the need for additional NOAA weather alert radios. The City of Brattleboro, VT requested approximately 150 additional radios, the Town of Winchester,'NH requested approximately 200 additional radios, and the Town of Richmond, NH requested approximately 12 additional radios. Since our original supply had all been distributed, we had to place an order for an additional supply. This order was delivered to us on May 21, 1982. By May 25, 1982, we had delivered the additional radios to the officials at Brattleboro, Winchester, and Richmond.

Mount Herman School Mount Herman is a private secondary educational institution with campuses in both Northfield, MA and Gill, MA. At the request of officials from the school, special considerations have been applied to improving notification methods for the campuses. Following review of candidate methods, the utilization of steam whistles driven by the steam system operated by the school was selected as a notification method improvement.

The whistles have been delivered from the manufacturer, and two of them

have been installed at the Mount Herman campuo in Gill. Sound-level testing of these whistles is being scheduled around academic activities (final examinations) at the school. A tentative date of June 2,1982 has been established for this testing, the results of which will confirm the plan to install another four whistles at the Northfield campus. Until the steam whistle system is operational, the existing arrangement of campus facility notification by dispatched personnel will be utilized.

System Summary With the above-described siren installations and testing and additional weather alert radio distributions, the public notification system for the Vermont Yankee EPZ is now complete. (The steam whistle installations at Mount Herman represent an improvement to the currently established method.) The completed system for the Vermont Yankee EPZ consists of a combination of notification methods, as shown in the following community listing.
