J W COOK LETTER TO H R DENTON DATED JUNE 1, 1982, SERIAL 17284 ENCLOSURE: GENERAL OFFICE CONTROL CENTER DESCRIPTION This submittal provides information concerning Consumers Power Company's method for meeting the staffing guidelines of NUREG-0654 concerning emergency operations facilities and fulfills the commitment made in the reference. The enclosure describes the method CPCo will utilize in directing its offsite response during the initial stages of an emergency. The information in the enclosure will be incorporated into the next revision to the Midland Site Emergency Plan.
Consumers Power Company expects that this information should allow the Staff to satisfactorily address this issue in the initial supplement to the Midland Safety Evaluation Report.

a Enclosure Generst Office Control Center (GOCC) Description

NUREG-0654 and NUREG-0596 guidance states that<an emergency operations facility (EOF) be fully operational.zithin one hour after the decision has been made to activate it.
In Consumers Power Company's case, the personnel who will staff the E0Fs for each of its nuclear power plants are located in Jackson, Michigan at the coiporate headquarters.
Because of the 140-mile distance to the Midland Plant EOF located in Bay City, Michigan, Consumers Power cannot staff che EOF within the cne-hour criteria. However, to provide EOF functions until the Bay City EOF is staffed and operational, a General Office Control Center (G0CC) will be activated as a temporary EOF.
Similar to EOF guidelines, t.he G0CC will be activated upon declaration of a Site Area Emergency, if not previo6 sly activated during the alert classifica-tion.
Once the decision has been made to activate the G0CC, it will be staf fed and fully operational within one hour. The G0CC will temporarily assume normal EOF functions, as noted below, until activation of the Bay City E0k.
It is not expected that the GOCC will act as in this manner for longer thart six hours after its activation.
Because of the travel time to Midland from Jackson, typically the GOCC will only be performing EOF functions for about three hours.
The functions of the GOCC are as follows:
1.
Management of Consumers Power offsite emergency response.
2.
Coordination of offsite radiological assessment.
3.
Recommendation of appropriate protective actions to State and local agencies.
4.
Coordination. af emergency response activities with Federal, State and local agencies and industry.
5.
Provide information to the Joint Public Information Center (JPIC).
Communications lines will be set up with:
1 NRC - Emergency Notification System 2.
Michigan State Police, Lansing and Bay City 3.
Midland County Emergency Operation Center (EOC) - Note: Midland E0C has responsibility to notify Bay and Saginaw EOC.

Control Room The physical layout of the GOCC is shown in Figure 1.
The G0CC organization is depicted in Figure 2.
The GOCC Director is the overall manager of the GOCC and has the authority to comr.it Company resources, to authorize making protective action recommendations to State and/or local authorities and to request aid from other industry sources. The rest of the GOCC staff supports the Technical Support Center as necensary (Reactor Engineering and Nuclear Plant Support); analyzes radiolo,gical problems and makes protective action recommendations State / Local offi:ials to mitigate those problems (IIcalth Physics); acts as a Federal agener liason (Licensing);
acts as the JPIC liason; and coordinates the administrative function of assuring the tools and materials necessary to maintain a smooth running GOCC are in place (Admin and Logistics). There are no provis ions for providing a second shif t of personnel to staff all of the positions in the GOCC because it is not expected to utilize the G0CC as the temporary EOF for longer than six hours.
For the same reason, there is also no space provided for Federal or State personnel.
A designated representative from the Midland Plant or Consumers Power, Bay 4
City Regional office will, upon orders to activate the near site EOF, proceed to that facility and ready the facility for full operation.
Concurrent with the activation of G0CC, the Bay City EOF Director and a technical team consisting of Corporate llealth Physics, Reactor Engineering and Nuclear Plant Support personnel will depart from Jackson to staff those positions at the Bay 1
City EOF. The remainder of the positions at the Bay City EOF will be filled by plant and Consumers Power Region personnel.
When sufficient personnel have arrived at the Bay City EOF to sustain full operation.5nd when appropriate communications links have been established, a controlled turnover of responsibilities to be shifted from the G0CC to the Bay City EOF will occur.
Acceptance by the Bay City EOF Director of overall respoasibility completes 4
the turnover process. At that point the transfer of authority would occur from Jackson (GOCC) to Bay City (EOF).
