Proposed Change to Technical Specifications Suppression Pool Temperature Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 In Reference a above, Nebraska Public Power District requested a

temporary technical specification change to raise the allowable i

suppression pool temperature technical specification limit from the present limit of 90 F to a higher limit of 95 F.

As stated previously in Reference a, this can be accomplished without

&p' exceeding the 200 F 51 ark I temperature

limit, LOCA considerations, or ECCS pump NPSH requirements.

W Nebraska Public Power District is now requesting a permanent [ 4000.00 technical specification change in accordance with the requirements $

of 10CFR50 to revise the present suppression pool temperature technical specification limit. This request, however, is dual in nature as follows:

1.

NPPD requests a temporary change to present technical specifications to increase the maximum allowable suppression pool temperature from 90 F to 95 F, effective July 1,1982, for a period of 60 days. This request is consistent with our i

request last year per Reference a, dated July 16, 1981. The revised technical specification (page 159) is shown as page 1 of Enclosure c.

NPPD is also requesting a permanent technical specification change to increase the maximum allowable suppression pool temperature from 90 F to 95*F.

The revised technical specification (page 159) is shown as pages 2 and 3 of Enclosure c.

This method of requesting a temporary change will allow the staff adequate time for review of the enclosures and ensure the District that the higher limit will be in effect when the river water temperature rises as a result of warmer weather and possible drought this summer.

The District understands that if the

" permanent" technical specification is approved prior to the "60-day change" expiring that it will preempt the " temporary" change.

The safety significance of this proposed change has been reviewed by the appropriate District personnel, and under 10CFR170 this request has been determined to be a Class III amendment.

Payment in the amount of $4,000 is enclosed.

The District requests that the enclosed documents be handled in accordance with the proprietary agreement in effect between the NRC and GE and that these documents not be released to the public domain.
