DPR-42 50-306 DPR-60 License Amendment Request dated June 14, 1982 Normalized Exposure Dependent _ Function Figure Attached are three originals and 37 conformed copies of a request for a change of Technical Specifications, Appendix A, of Operating License DPR-42 and 60. Also attached is one copy of the License Amendment class determination and a check in the amount of $4,400 for the amendment fee.

This submittal proposes changes in Figure TS.3.10-7 of the Prairie Island Technical "gecifications. Approval of these changes is requested as soon as possible since the current Figure TS.3.10-7 only identifies the -

Normalized Exposure Dependent Function up to a peak pellet exposure of 41.85 GWD/MTU. The line between (27,1.00) and (41.85, 0.878) will be conservatively (as shown in reference documents) extended to (47,0.835) and administratively adhered to until the amendment is approved.

Nucleat Company's proprietary reference, XN-NF-81-06(P), will be submitted under separate cover dated June 15, 1982 with appropriate affidavits.

- . s EXHIBIT A Prairie Island Nuclear Generating Plant License Amendment Request - Dated June 14, 1982 Proposed Changes to the Technical Specifications Appendix A of Operating License DPR-42 and 60 -

Pursuant to 10 CFR 50.59 and 50.90, the holders of Operating License DPR-42 and 60 hereby propose the following changes to Appendix A.

Technical Specification:

Figure TS.3.10-7, Normalized Exposure Dependent Function BU(E ) for Exxon Nuclear Company Fuel.

Proposed Changes Replace present curve with one with higher exposures.

Reason for Change Peak pellet exposure is approximately at the limit of 41.85 GWD/MTU. The proposed figure will extend the curve to 50 GWD/KTU.

Safety Evaluation The proposed curve bounds operation for the Exxon fuel types with the fuel in the Prairie Island units for the present cycle exposures.

i Exxon Nuclear Company Report, XN-NF-81-06(P), justifies operation with fuel types XN-1 and XN-2 to 47 GWD/MTU. Since this report is proprietary it is being submitted under separate cover dated June 15, 1982. The documentation to support operation to 50 GWD/KTU is being prepared and will be submitted in the next two weeks. The proposed Figure TS.3.10-7 will be conservative with respect to those limits.

It is not anticipated that the TOPROD fuel will reach peak pellet exposures of over 27 GWD/HTU in the current cycles. Analyses will be performed to cover TOPROD to higher exposures. If those analyses

indicate that the proposed Figure TS.3.10-7 is non-conservative at higher TOPROD exposures another license amendment will be submitted in advance of the start the full cycle in which those Ibnits would be reached.
