Dear Mr. Eisenhut:
In our letter of October 23, 1981, concerning " Emergency Procedures and Training for Station Blackout Events", we indicated that procedures were being developed to address restoration of emergency on-site AC power at Peach Bottom Atomic Power Station.
We anticipated that these procedures would be completed by November 20, 1981.
One mneral procedure and four supporting procedures were writts.. co specify actions during a station blackout event and wer. ~ uviewed by the Plant Operations Review Committee ( PO RC) on November 20, 1981.
The procedures were approved by PORC on the same day with some editorial and technical comments.
Recen tly, our Quality Assurance Division reviewed the actions taken in response to your letter on station blackout events.
Their review uncovered an administrative oversight such that the approved procedures were not formalized and issued because of the additional review associated with the aforementioned comments.
We have expedited this process and the five blackout procedures were formally issued on June 10, 1982.
