On June 4,1982 Wisconsin's Environmental Decade (Decade) renewed its request to obtain information about Wisconsin Electric Power Company's (applicant) LER 82-007 of April 16, 1982, related to leaks that have been found in the cold leg of two steam generator tubes that were included in the tube-sleeving demonstration program that we authorized. LBP 81-55 (November 5,1981).

In a letter of May 25, 1982, applicant stated that the only two tubes in its steam generators which have exhibited even minor leakage at the cold-leg end were those from which explosive plugs were removed. It stipulated that it will not sleeve tubes that were previously plugged explosively, and it therefore argued that the information Decade seeks is not relevant to this license amendment proceeding.

The question before us is whether Decade's request for further disco-very is reasonably related to the admitted contentions. We find that it is.

As Decade points out, Staff's investigation of the LER has left open relevant questions. Staff found that " Licensee has not identified the cause, type or location of the defect which caused the leak, [which] . . .
