UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-254 AND 50-265 COMMONWEALTH EDISON COMPANY AND IOWA-ILLIN0IS GAS AND ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO OPERATING LICENSES AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the "ommission) has issued Amendment No. 79 to Facility Operating License No. DPR-29, and Amendment No. 73 to Faciltty Operating License No. DPR-30, issued to Commonwealth Edison Company and Iowa-Illinois Gas and Electric Company, which revised the Tech-nical Specifications for operation of the Quad-Cities Nuclear Power Station, Unit Nos.1 and 2, located in Rock Island County, Illinois. The amendments are effective as of the date of issuance.

The amendments authorize changes to the Technical Spectftcations to allow an incrgase in the spent fuel storage capacity from 2920 to a maximum of 7684 assemblies By use of neutron absorbing spent fuel storage racks.

The application for the amendments complies with the standards and require-ments of the Atomic fnergy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings 4

as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Notice of Proposed Issuance of Amendments to Facility Operating Licenses was published in the FEDERAL REGISTER on April 30,1981 (46FR47135).

Requests for leave to' intervene were filed by several citizens groups, and were later withdrawn.

I The Commission has prepared an environmental impact appraisal for this action and has concluded that an environmental impact statement for this particular action is not warranted because there will be no significant environmental impact attributable to the action.

For further details with respect to this action, see (1) the application for amendments dated March 26, 1931, as supplemented, (2) Amendment No. 79 to License No. DPR-29, and Amendment No. 73 to License No. DPR-30, (3) the Commission's related Safety Evaluation date April 9,1982, and (41 the Commission's Environmental Impact Appraisal dated April 9,1982.
