ROGAN, being duly sworn, deposes and says:
1.
I am the Manager-Emergency Preparedness for GPU Nuclear Corporation.
In that position I am responsible for all emergency preparedness activities at both the Three Mile Island ("TMI" ) and Oyster Creek nuclear generating stations.
A detailed statement of my professional qualifications is included in the record at Appendix A to Licensee's testimony on the adequacy of onsite emergency preparedness, following transcript page 13,756.
I make this affidavit as part of Licensee's response to the Appeal Board's Order of June 1, 1982.

Licensee's offsite emergency support organization is depicted in Figure 2 to Licensee's testimony on the ade-quacy of onsite emergency preparedness, following transcript page 13,756.
A copy is attached hereto as Exhibit A.
As can be seen from Figure 2, the offsite emergency support organization is physically located in four facilities:
(a) at the near-site emergency operations facility
(" EOF"); (b) at the alternate EOF; (c) at the Environmental Assessment Command Center; and (d) at the Parsippany Technical Func-tions Center.

These facilities, together with Licensee's various onsite emergency response centers, are tied together through various communication links.

Under Licensee's concept of operations a particu-lar person at each of these four facilities is charged with responsibility for bringing the facility to operational readiness and coordinating activities at the facility.
General guidance for discharging these responsibilities is described in the following Emergency Plan Implementing Procedures ("EPIP") :
(a) 1004.27 -- Activation of the Near-Site Emergency Operations Facility; (b) 1004.32 -- Activa-tion of the Alternate Near-Site Emergency Operations Facility (Crawford Station) ; (c) 1004.30 -- Activation of the Environ-mental Assessment Command Center; (d) 1004.34 -- Activation of the Parsippany Technical Support Center; and (e) 1004.5 --
Communications and Recordkeeping.
Copies of these EPIP's are attached as Exhibits D through H, respectively.
Al-though the Appeal Board has inquired only about the EOF, it is important to understand the full extent of Licensee's mobilization when the offsite emergency support organization is brought to a readiness status.
The various pieces of this mobilization effort have been carefully evaluated to ensure proper coordination.

With respect to the EOF, during the course of the TMI-l Restart proceeding the NRC Staff identified four functions that in its view should be performed from that facility:
(a) management of the overall licensee emergency response; (b) coordination of radiological and environmental assessment; (c) determination of recommended public protec-tive actions; and (d) coordination of emergency response activities with federal, state and local agencies.

For reasons described in the TMI-l Restart pro-ceeding, Licensee believed that the first three-listed functions were adequately handled under Licensee's concept of operations during the early hours after declaration of a Site Emergency without staffing the EOF.

While Licensee also believed that coordination with the offsite response organizations could be handled by telephone communications during the early hours of an acci-dent, see, e.g.,
Tr. 18,238-39 (Reilly), we recognized that the lack of a physical facility near the site where federal and state officials could meet might be an impediment to an effective emergency response.1/
Therefore, during the hearing Licensee committed to revise its Emergency Plan so 1/

, that the EOF would be fully functional within one hour after notification that a Site Emergency has been declared, and would be staffed by six key members of the offsite emergency support organization.
See Licensee Ex. 58.
Since the hearing record does not describe how Licensee intends to implement this commitment, I have set forth below the con-cept of operations Licensee would use if the Appeal Board upholds Licensee's exception.

Until the designated Emergency Support Director
("ESD") arrives at the EOF, the Emergency Support Staff Member is generally responsible for activities at the EOF.
This responsibility covers activation of the EOF, coordina-tion of EOF center personnel and activities, and communica-tions with the Emergency Director located onsite.
Responsi-bility for the overall emergency response, including decision-making authority, remains with the senior corporate official (Emergency Director) stationed in the control room (Emer-gency Control Center).

Communications between EOF personnel and the Emergency Director will be accomplished by the Emergency Support Staff Member via the Emergency Director's Hotline.
Information about the emergency would be transmitted from the plant to the EOF by means of the Operational and Radio-logical Lines.S/

. designated to man the plant-side of these communication links.
The EOF representatives from the Technical Functions Group and the Environmental Assessment Command Center are responsible for ensuring that these lines are monitored at the EOF.
In addition, a computer terminal at the EOF pro-vides EOF personnel with access to the plant computer.
All information received from the plant is displayed on status boards and made available to'both the NRC and state repre-sentatives (Bureau of Radiation Protection's ("BRP") nuclear engineer) located at the EOF.

To illustrate the effectiveness of this concept, I would expect a situation requiring protective action recom-mendations in the early hours of an emergency, i.e., prior to the arrival of the ESD, to proceed as described below.
In this example, it is assumed that events happen so quickly that there is a need for Licensee to formulate a protective action recommendation prior to the arrival of the ESD.
While Licensee considers this to be an unlikely scenario, I present it here for illustrative purposes.

Within minutes after initial declaration of the emergency, Dauphin County, the Pennsylvania Emergency Manage-ment Agency ('TEMA"), BRP and the NRC are all notified of the 2_/ -- continued --

The Radiological Line ties together the control room (Emergency Control Center), opera-tions support center, EOF, alternate EOF, and two separate extensions at BRP.
See id. at Figure 5 (b).

Communications are established and maintained with BRP and the NRC.
PEMA notifies the affected risk counties and maintains a line of communication with all five counties.

Upon declaration of a Site Emergency, EOF per-sonnel (except possibly the ESD1!) arrive at the EOF within one hour of notification.
The Emergency Support Staff Member would ensure that the EOF is properly activated.
In accordance with EPIP 1004.27, a copy of which is attached hereto as Exhibit D, the Emergency Support Staff Member, in the absence of the ESD, would:
(a) coordinate the readiness and activities of personnel assigned to the EOF; (b) initiate and maintain the ESD's log; (c) assign a person to maintain the EOF status boards; and (d) obtain completed checklists from the various offsite support organizations and inform the Emergency Director that the offsite emergency support organization is operational.
-3/ In this example, I have assumed that the designated ESD is en route from Corporate Headquarters at Parsippany, New Jersey, and therefore is not immediately available tc <eport to the EOF.
If, contrary to this assumption, the designated ESD is near the TMI site, he too would report promptly to the EOF.
However, consistent with Licensee's view that re-sponsibility for recommending protective actions should not be moved offsite too quickly during the early hours of an accident, the ESD would assume such responsibility only after he had satisfied himself that he was properly aware of the details, history 4nd circumstances of the accident.

Depending on circumstances, this familiarization process may take more than or less than one hour.

Within two hours, the BRP and NRC representatives arrive at the EOF and are briefed by the Emergency Support Staff Member.
If necessary, the BRP and NRC representatives at the EOF can request from the Emergency Support Staff.
Member that radiological or operational information in addition to that being displayed in the EOF be obtained.
This information would be received from the plant via the Radiological or Operational Lines, through the EOF computer terminal, or directly from the Emergency Director, as ap-propriate.
This concept has been proven effective during several drills and exercises at TMI, including the June 2, 1381 TMI Annual Exercise.
NRC representatives at the EOF are in continuous contact with NRC personnel located in the plant via dedicated NRC lines and can use these communica-tion links to obtain additional information.
This transfer of information also was demonstrated to be effective during various drills and exercises conducted in 1981.
In addition, the Emergency Director's Hotline would be operational and available for direct discussions between senior NRC and BRP personnel at the EOT and the Emergency Director in the con-trol room.

If, based on all available information, the Emer-gency Director decides, for example, to recommend to the state that a precautionary sheltering of the population located within two sectors downwind from the plume for a radius of two miles be undertaken, that recommendation would be made by the Emergency Director to the BRP assessment

. center in Harrisburg via the Radiological Line.
Through the Radiological Line it is possible for the Emergency Director in the control room, BRP officials in their Harrisburg assessment center, and the BRP representative at the EOF to engage in a conference call to discuss and evaluate the Emergency Director's recommendation.
The NRC would be informed of the recommendation via the dedicated Emergency Notification System network which normally is manned by the NRC Region I Office, NRC Headquarters in Bethesda, NRC personnel at the EOF, and NRC personnel in the plant.

Had the ESD been available in the EOF, the scenario just described would have only slightly changed.
Instead of the Emergency Director initially formulating and transmitting the protective action recommendation to the state, the ESD would have performed that function.
However, before making the recommendation the ESD would first have discussed plant status with the Emergency Director and would have solicited his recommendation for appropriate protective actions.
Thus, even with the ESD present, it is likely that the burden on the Emergency Director, at least during the early hours of an emergency when the ESD is likely to rely on him most, would be similar to that borne by the Emergency Director when the ESD is not present.

Licensee believes that the early arrival of the ESD at the EOF is unlikely to alter the timing of any pro-tective action recommendation to the state or to improve
s the quality of such a recommendation.
Indeed, Licensee fears that a requirement arbitrarily mandating that Li-censee's protective action recommendations must come from offsite within one hour after declaration of a Site Emer-gency may degrade the quality of such recommendations.
Licensee expects that the process of making protective action recommendations would be a consultative one involving senior Company management in the plant and at the EOF, the Company's Environmental Assessment staff, and the senior NRC and BRP representatives at the EOF.
The Company's procedures and policies stress the obligation of the Emergency Director, or the ESD if he has arrived and declared his readiness, to make and transmit to the state a timely decision on a recommendation for protective accion.

Complete the title of tre log and the name of the person assuming tihe responsibility of the Emergency Support Di recto r.
c)
Log the names of the personnel assigned to the positions listed in the upper righthand corner.

5.
If TLD issuance is necessary, notify the personnel monitoring coordinator at the AEOF and have him/her ' dispatch a clerk to issue TLD's.
