SUBJECT:

Evaluation of Offsite Emergency Preparedness for the Dresden Nuclear Power Plant Exercise Attached is a copy of the exercise report prepared by the Federal Emergency Management Agency (FEMA), Region V, on the Dresden Nuclear Power Plant exercise conducted September 30, 1981.

FEMA Region V personnel have dis-cussed the deficiencies noted in the exercise with the Illinois Emergency Services and Disaster Agency's Director and he has assured them that those areas needing improvement or determined to be deficient will be acted upon and corrected by June 29, 1982, when the next Dresden exercise is scheduled.

The post-exercise assessment by Region V indicates that the exercise demon-strated that the public could be adequately protected in the event of a radiological emergency at Dresden. The report states that most of the deficiencies observed had a minimal impact on performance and were considered to be easily rectified.

To better facilitate the dissemination of findings, the evaluation of the September 30, 1981, exercise has been rewritten into the new format.

Enclosed is the " Final Report" for the Dresden site-specific off-site exercise of September 30, 1981.

Final Report - Dresden Site-Snecific Off-Site Exercise, September 30, 1981 Attached is the Dresden Final Report.

The report follows the guidance prescribed in your " Draft" memorandum,

" Exercise Evaluation," with one exception; as requested by your office, the results of the exercise is in the NUREG-0654 A through P format as opposed to the ten major headings of the Interim Critique Report.

This report should become.a part of the " Regional Director's Evaluation" (350 submission) sent to you February 18, 1982.

It is suggested this report be listed as a part of Tab 4.

The attached scenario of the September 30, 1981, exercise is to be listed as a part of Tab 3.

A revised " Contents of Transmittal" is also attached an a replacement page.
