Dear Mr. Dircks:

In accordance with the Federal Emergency Management Agency (FEMA) Rule 44 CFR 350 (proposed), the State of Arkansas submitted its plan and associated local plans related to the Arkansas Nuclear One Power Facility to the Regional Director of FEMA Region VI for review and approval.

The Regional Director forwarded his evaluation of the Arkansas State and local plans to me in accordance with paragraph 350.11 of the proposed Rule.

His submission included a critique of the Arkansas exercise conducted on March 24-25, 1981, and a report of the public meetings held on March 16, 17, 19, and 20, 1981, to explain the site specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that, subject to the condition stated below, the plans and preparedness for offsite protection nsar the Arkansas Nuclear One Plant are adequate to protect the health and safety of the public and that there is reasonable assurance that the appropriate protective measures can and will be applied offsite in the event of a radiological emergency.

The Arkansas Nuclear One Facility has comp 1sted installation of a siren system for alerting and notification of the public and it is now in operation (since July 22, 1981), but this system has not yet been tested and evaluated by the FEMA Region VI according to tha Criteria of Appendix 3 of NUREG 0654/ FEMA-REP-1, Rev.1.

Accordingly, I approve the Arkansas State and local plans relative to the Arkansas Nuclear One Facility subject to the approval of the FEMA Region VI of the alerting and notification system by February 1,1982.
