This letter constitutes a final report to the subject condition reported as a potentially reportable deficiency under 10CFR50.55(e) .

On May 13, 1982, a potentially reportable deficiency was noted in the area of preheat for welding. It was identified that a 200'F preheat was required for welds on piping over 3/4 inches thick and less than 1 inchea thick with a carbon content less than 3.30%. This is a requirement per the 1971 edition of the ASME Code,Section III, paragraph NB-4620. This preheat deletes the requirement of post weld heat treating. Contrary to this requirement welds in this category at the Wm. H. Zimmer Site were preheated to 150' for the first 3/16" of deposited weld metal and 300*F for the remainder of the weld. Preheat was done in accordance with qualified welding procedures.

Upon further investigation, it was found that the Winter 1973 Addenda to the 1971 edition of the ASME Code,Section III, clarified the requirements for preheat. This addenda requires no minimum pre-heat for welds in this category. The applicability of this addenda J

has been confirmed with Sargent & Lundy Engineers, our Architect Engineer. Based on this finding, we have determined the subject de-ficiency to be not reportable.
