Docket No. 50-537 Dear Administrative Judges Enclosed for your information is a photocopy of the Staff's Site Suitability Report (SSR) for the CRBR plant, in which the Staff documents the result of its evaluation of the suitability of the proposed CRBR site for a facility of the general size and type as the CRBR from the standpoint of radiological health and safety considerations. This report supersedes the Staff's March 1977 Site Suitability Report, and reflects changes in information relevant to consideration of the suitability of the proposed CRBR site which have occurred since March 1977. The Staff's conclusion in the attached report remains unchanged fri ,that in the 1977 report. That conclusion is that the proposed CRBRP site is suitable for a facility of the general size and type as the CRBRP from the standpoint of radiological health and safety considerations.

As indicated to you last February during a prehearing conference held in this proceeding at Oak Ridge, the Staff anticipated that if applicants were to file a request for an LWA-2 for the CRBR, the Staff's updated assessment of site suitability as well as its evaluation of 10 C.F.R.

% 50.10(e)(2) matters pertaining to an LWA-2 application would be completed by July 9, 1982. Applicants are not seeking an LWA-2 for CRBR at this time, and as I indicated to the Board at a more recent prehearing conference, the limitation of the Staff's attached report to site suitability matters would enable the Staff to advance the date of issuance of the SSR.

, The Staff's evaluation of updated environmental information is now cxpected on or shortly after June 22, 1982, but in no event will it be later than the end of this month. Accordingly, the Board's overall discovery and hearing schedule as set forth in the February 11, 1982 Order will remain unaffected by the timing of the issuance of these Staff documents, since it was based on the availability of the latter of the two Staff milestone documents on or before July 9, 1982. As indicated above, the latter of the Staff review documents is now expected to be issued on or before June 30, 1982.

By service of copies of this letter with enclosures, I am distributing photocopies of the SSR to the other parties in this proceeeing. The printed version of the SSR will be available in about one to two weeks, and at that time a copy of that final document will be sent to each person on the service list for this proceeding.
