Subject:

Modification to corrective action contained in reference (b).

Dear Sir:

In our letter dated March 20, 1981, to the U. S. Nuclear Regulatory Commission, we informed you about an event in which a valve in a 3/4 inch line that penetrates the containment wall and is open ended on both sides was left open. Our corrective action included installing a pipe cap on the cnd of the pipe inside containment and hanging red " Danger" tags on the valves located outside of containment. The red tags have been removed due to the pipe cap inside containment being sufficient to insure this flow path is isolated and the use of red tags in this situation could degrade their significance, which would decrease the safety provided by their use.

After reviewing this use of red tags, the Reactor Safety Subcommittee recommended the above change to the corrective action.
