This letter constitutes an interim report concerning the subject condi-tion initially reported to the Commission under the requirements of 10CFR50.55(e).
A documentation review performed by the H. J. Kaiser Co., and the CG6E Quality Confirmation Program, of welder's qualific'ation records has re-vealed numerous discrepancies which potentially render the welder's per-formance qualification indeterminate. These discrepancies are bieng reported on HJK nonconformance and corrective action reports. To date, 613 out of approximately 1800 welder's qualifications have been reviewed. Examples of discrepancies include the use of liquid paper, or " white-out" on quali-fication records,- the performance qualification of welders-by test welds welded with parameters outside the essential variable range of the pro-cedure to which the welder is being qualified, lack of objective evidence that mechanic tests on weld specimens were performed as required by Section IX of the ASME Code, and other documentation errors that may be clerical in nature.
Evaluation of the nonconformance reports is underway. Approximately fifty (50) NRs have been dispositioned by the HJK welding department and are now under evaluation by CG6E Quality Engineering Department.
This investigation is expected to be complete by December 31, 1982, at which time a follow-up report will be submitted.
