~j WASHINGTON, D. C. 20555 SAFETY EVALUATION OF REQUEST FOR EXTENSION OF CONSTRUCTION PERMIT NO. CPPR-137 FOR THE ILLINOIS POWER COMPANY, ET. AL, CLINTON POWER STATION, UNIT 1 DOCKET NO.
50-461 INTRODUCTION Construction Permit CPPR-137 was issued on February 24, 1976 to. Illinois Power Company authorizing constructnn of the Clinton Power Station, Unit 1.
Soyland Power Cooperative, Inc. and Western Illinois Power Cooperative, Inc.
became applicants on September 25, 1978.
The latest date for completion of construction as stated in the pennit, was October 1,1981. On August 31, 1981, Illinois Power Company on behalf of itself, and as agent for Soyland Power Cooperative, Inc. and Western Illinois Power Cooperative, Inc., requested a two year extension of the expiration date. Additionally, they requested certain modifications to Section 3E of Construction Pennit No. CPPR-137. 0n March 29, 1982, the applicants amended its August 31, 1981 request to separate the requested extension date and the n.. lifications of Section 3E and asked that they be reviewed, processed and acted upon as two separate and distinct requests. On April 23, 1982, the applicants requested the expiration date extended to October 1,1984.
EVALUATION In its application for extension of construction completion date, Illinois Power Company indicated that five factors were responsible for the delay in completion of construction activities. These are:
1.
Impact of modifications resulting from the Three Mile Island accident.
2.
Additional design verifications and controls imposed by stricter interpretation of standards, codes and regulations.
3.
More extensive preoperational testing and startup requirements.
4.
Material and equipment supplier problems.
5.
Uncertainties and confusion resulting from licensing requirements.
Based upon these factors the schedule for completion of Unit 1 has been changed to October 1,.1984.

A Stop Work Order issued by Illinois Power Company on January 15,,1982 associated with electrical work and quality assurance activities has also added to the delays. Prior to resuming construction in the affecte,d electrical area, the Inspection and Enforcement Region III Office will review and approve the corrective actions associated with the Stop Work l
Order.
CONCLUSION I
We have reviewed the information in Illinois Power Company's submittals and we conclude that factors one through four discussed above are reasonable and constitute good cause for delays. Thus, the requested extension of Construction Permit CPPR-137 to October 1,1984 is justified.
In addition, the delays associated with the January 15, 1982 Stop Work Order have
. impacted the construction completion date. As a result of our review of the Final Safety Analysis Report to date reported in NUREG-0853 and issued February 1982 and considering the nature of the delays, the extension of the construction completion date has no significant negative safety implications in and by itself. This extension will not allow any work to be performed involving new safety information of a type not considered by previous Commission safety reviews of the facility and that is not already allowed by the existing construction permit. Therefore, the staff finds that (1) this action does not involve a significant hazards consideration, (2) prior public notice of this action is not required, (3) there is reasonable assurance that the health and safety of the public will not be endangered by the requested extension of the construction date, and (4) good cause exists for issuance of an Order extending the construction completion date. Accordingly, issuance of an Order extending the lat* st construction e
completion date for Clinton Power Station, Unit 1 as set forth in CPPR-137 to October 1,1984 is reasonable and should be authorized.
