Control of Heavy Loads over or in Proximity to Irradiated Fuel Your letter of December 22, 1980 requests that the control of handling heavy loads in close proximity to irradiated fuel or shutdown safety systems, be reviewed to determine the extent to which NUREG 0612 guidelines are being satisfied and to identify any necessary changes to achieve satisfactory compliance with these guidelines.

the information requested in Section 2.1 of enclosure 3 l
of the December 22, 1980 letter.
It is further requested that an additional report be submitted within 9 months providing the information required in sections l
2.2 and 2 3 of this same enclosure.

This report also covers the information already included in our partial response of December 3, 1981.
Because the Fermi 2 heavy load handling review has to address certain handling situations that still cannot be clearly defined, complete resolution of all the NRC requested actions cannot be achieved at this time.
However, it is Edison's intention to achieve resolution of any open items, addressing the NUREG-0612 guidelines.
The attached report identifies those items requiring further Edison action and provides a commitment requiring each action to be completed prior to any ini-tial heavy load handling involvements after the plant is in operation.
